ML Partylist Representative Leila de Lima on Sunday urged President Ferdinand Marcos Jr. to certify as urgent a proposed law that would establish an independent commission to investigate alleged anomalies in flood control projects.

Speaking to participants at the September 21 anti-corruption rally in Rizal Park, Manila, She  stressed the need for a strong and autonomous investigative body. “A shallow, piecemeal investigation will not work. We need teeth. We need a truly independent commission,” she said.

Meanwhile, earlier this month, President Marcos signed Executive Order No. 94, creating the Independent Commission for Infrastructure.

De Lima and other lawmakers filed House Bill 4453 to create an independent commission investigating flood control fund misuse with broad powers.. She serves as one of the principal authors.

De Lima said the law would let the commission investigate independently, initiate cases, and recommend actions to the DOJ and Ombudsman.

She reiterated that only a strong, autonomous body with broad authority can ensure accountability and transparency in government infrastructure. Furthermore, projects are amid ongoing allegations of misused funds and irregularities in flood control programs.
