NAPOLCOM Rejects Corruption Allegations

The National Police Commission (NAPOLCOM) on Thursday denied corruption allegations after Senator Raffy Tulfo claimed the agency accepts bribes to influence police cases.
In a statement, NAPOLCOM called the claims “unfair” and said they undermine the integrity of an institution tasked with ensuring police accountability and professionalism. The agency stressed that it remains committed to transparency and impartiality.
Tulfo questioned why police officers with serious charges still receive promotions, calling it an “insult.” He also criticized the policy that lets officers with unresolved cases qualify for promotion after two years, arguing that it opens the door to corruption.
NAPOLCOM countered by citing Commissioner Rafael Vicente Calinisan’s zero-case backlog policy, which requires the resolution of cases within 60 days. The commission said the measure strengthens accountability and improves efficiency.
NAPOLCOM affirmed its openness to legislative oversight but rejected baseless accusations, vowing to uphold police discipline and maintain public trust.
